HB 612: Plug-in Solar Panels (2026)

Summary: Exempts “plug-in” solar panels from current statutory restrictions.

ICL’s Position: Review

Current Bill Status: Committee - House State Affairs

Issue Areas: Energy, Solar Panels

House Bill 612, introduced by Rep. John Gannon (D - District 17), would exempt portable solar generation devices, commonly referred to as “plug-in solar,” from existing statutory restrictions on solar panels in Idaho. These devices are defined as movable solar panels that plug into a standard electrical outlet and generate less than 1,200 watts.

The bill mirrors Utah’s House Bill 340, which passed in 2025.

We are currently reviewing this legislation to better understand its potential implications.
